Carmel, IN has a new Comprehensive Plan

On December 5, 2022, Carmel City Council officially adopted its new, 10-year plan to guide city-wide growth. The planning process, led by the team of Greenstreet and YARD & Company, began in August 2020 and involved months of focus group meetings, surveys, pop up engagement throughout the city, an online conversation series, and open office hours for residents and business owners to share input. The final Plan includes policy goals and objectives, development pattern mapping, street typology standards, and guidance on streetscape facilities. The Plan is available both in print form and in an interactive website.

The approval process for the Comprehensive Plan began with a public hearing by the Carmel Plan Commission in October 2021 and concluded with final City Council approval in December 2022. Review of the proposed Plan extended across 18 meetings and the consideration of over 350 public comments.

As part of the Plan’s implementation, YARD will be working with the City of Carmel to develop sub area plans for property-level recommendations in high priority areas identified by the Plan as having significant growth potential.
